What is NOC?
A No-Objection Certificate (NOC) is a developer-issued or community-issued document confirming that there are no outstanding service charges, community fees, or other dues owed by the current owner, and that the developer has no objection to the transfer. Every Dubai property sale requires an NOC before the DLD will process the title transfer. NOC fees range from AED 500 to AED 5,000 depending on the developer — Emaar typically charges AED 1,500–3,000, DAMAC AED 1,500, smaller developers up to AED 5,000. The NOC takes 3–7 working days to issue and is valid for 30 days. The buyer (or buyer's conveyancer) submits the NOC at the DLD trustee office along with the title deed, identification, and manager's cheques for the purchase amount and fees.
Example
When selling your Marina apartment, the buyer's broker requests an NOC from Emaar. You pay all outstanding service charges, request the NOC (AED 2,000 fee), and Emaar issues it 5 business days later. The NOC is then submitted at the DLD trustee office on transfer day.

Can I request an NOC if I have unpaid service charges?+
No. The developer will refuse to issue the NOC until all outstanding service charges are paid. You can clear the balance, request the NOC, and then proceed with the sale.
How long is an NOC valid?+
Typically 30 days from issuance. If the sale is delayed beyond 30 days, you must request a fresh NOC (and pay the fee again).
